Portland Police Bureau officers say Jubal Culver fired a gun at another person inside a home on Northeast 94th Avenue.
A Portland resident has been arrested on domestic violence charges after Portland Police say he shot a firearm at another person inside a home.
Jubal Drake Culver, 38, faces two counts of second-degree assault, and one count each of unlawful use of a weapon and discharging a gun within city limits.
Officers responded to the 700 block of Northeast 94th Avenue in the Montavilla neighborhood around 10:54 p.m., Monday, Feb. 8. Police say they learned of the shooting upon arrival, but found no significant injuries.
BATON ROUGE, La. - Training academy documents obtained by the WBRZ Investigative Unit through sources at State Police show one of four state troopers arrested Monday in an excessive force probe should never have been allowed to graduate from the State Police academy.
Among the four arrested was Trooper Jacob Brown who was recommended for termination for lying during the trooper s academy.
Rafael Goyeneche a corruption watchdog said the documents foreshadowed what was to come.
âThose training academy documents were prophetic,â Goyeneche said. âThey prophesized what was going to happen and predicted the future. The whole point of the training academy is to determine if someone has the moral makeup to be a trooper.âÂ

James Glawson, 76, of 101 Widow Sweets Rd, Exeter was sentenced last week after pleading nolo contendere to 11 counts of first-degree sexual assault.
According to the Rhode Island Attorney Generalâs Office the Rhode Island State Police first began its investigation of Glawson in January 2019 after they received reports from staff at a Rhode Island group home of inappropriate contact between Glawson and an developmentally disabled 18-year-old resident at the group home. The resident later told investigators that he was victimized by Glawson.
